This is a bit difficult to understand what exactly you want to do.

However, it seems to me that what you want to do is very easy here
in Japan - and probably more difficult in GSM areas outside Japan.

From the explanation you give, it seems to me that all you have to do
is connect your PC with a PHS data card from DDI-Pocket, and then
send emails to the handsets.

Forget about SMS in Japan, SMS exists in Japan, but email is much better
and cheaper, or free or included in fixed rate data plans without
any additional charge.
