I'm pretty sure that you have to be a student in Japan, at a Japanese
institution.

When I was studying Japanese, I was on the student discount plan, and has no
problem signing up.

My Japanese friend however, that goes to Temple University (American Uni in
Japan) had a hell of a time signing up.  I think he finally got it done, but
had to go to a few different shops.
