The odd thing I find about this is that it's surely insignifcant
compared to tachiyomi (standing around and reading magazines in shops),
which is hugely prevalant here, and which nobody seems to do much to
stop (except for some bookstores that shrink-wrap all their manga). I
was really suprised to see that when I first moved to Japan, because
in North America it's not tolerated. (In shops there are often signs
saying that you should buy the magazine if you want to read it, and the
shopkeeper will often kick you out of the shop if you just stand there
reading. It's a far cry from Japan where I can hardly get through the
crowd in front of the newstand at the local convenience store.)
