But didn't "packet" billing preceed 3G?
And don't the different carriers use differing technologies,
and yet all agree on packet size?
(Guess that's something we can be thankful for.)

The story I heard, years ago, was that packets existed solely for
[confusing people about] billing, and marketing
and had nothing to do with any technology.
Even the billing software records bytes,
and only at the end of every month,
and presents them to customers as "packets".
