But didn't "packet" billing preceed 3G?

The story I heard, years ago, was that packets existed solely for
[confusing people about ] blling, and marketing
and had nothing to do with any technology.
Even the billing software records bytes,
and at the end of every month,
sums them up and presents them as "packets".
