judging from the current FOMA mail design, it's more than obvious that 
DoCoMo hadn't learned the lesson, had no knowledge of what we know for 
sure thing in the GSM world, the basics of wireless messaging, and more

- they have no clue of wireless multimedia. 

though i-mode was inspired by the US UP.HDML technology introduced 
by McKinsey, Mr. Enoki's main target was to develop a better service 
than the then popular SMS services by the competitors.  and "better" 
they could imagine was longer text of 500 words. 

au/KDDI and J-Phone are much better in the field and it's not very 
different from the "backwater" Europe.  there are three services 
(1) messaging (the most important service) 
(2) ringtone (and game) download (the second most important service) 
(3) browsing (very convenient, helps to make (1) and (2) better) 

J-Phone is the expert in messaging, and was the first to provide 
ringtone download (be fair, someone did it before for PHS) but au/KDDI 
is the king of data services thanks to the highly efficient/economical 
cdma2000 network. 

about multimedia (the M in FOMA), (1) J-Phone did a great job with 
Sha-Mail, significantly increased the data volume; (2) is already
multimedia itself, and KDDI is pushing it hard to extent to MP3/video. 

on (3) browsing, I think the most we read on the wired Internet 
today are still text, and besides porno (and the photo of P505iS or 
A760) we don't care graphics or flash that much, especially most of 
them are annoying ads.
