21.4% in 1999 is the pentration of HOUSEHOLDS not
the internet usage overall in Japan!

Probably higher than many (South) European countries
at that time, and maybe similar to Germany.

Also household penetration is not the whole story!

In Japan much of the web usage is at work, since people
are at work until very late much more than anywhere else
in the world.
