Okay, how about internet diffusion statistics for households from www.stat.go.jp?

1999 = 21.4%
2000 = 37.1%
2001 = 44%
2002 = 54.5%

Surely you must concede that 21.4% in 1999 when i-mode launched is not exactly 
high?
