It depends on which model of 504 you are using. On the N and F series
scratchpad access is slow (although not THAT slow). For other models
scratchpad access is almost instantaneous. I haven't profiled scratch pad
times for the released 505's yet but plan to get around to it sometime soon.
If anyone is interested, I'll post the results on this list.
