No question is naive :)
Yes, GSM phones are sold in Japan:
1. DoCoMo sells a dual GSM/PDC model built by NEC (designed long ago)
2. J-Phone/Bodafone sells three different dual GSM/wCDMA (3G) models
3. Nokia sells overseas GSM phones (including SIM cards) in Japan
through shops and online - these cannot be used inside Japan
4. Some shops in Akihabara sell GSM phones in Japan (without
SIM cards), which cannot be used inside Japan.
5. Japanese handset makers produce and sell GSM phones for export
to GSM areas. This is in case you need handsets in commercial
quantities (i.e. 100,000s) :)
