I think nokia do the development internally based on the ref implementation
from Sun.
re samsung. for their domestic products, i think they work with carrier
specced vendors too.
SKT investee XCE makes 'XVM'
LG also has a VM company i forget the name.
(KT is brew for now)
This may be redundant info but japanese market is almost 100% using j-blend
now from aplix, as per ntt, jp and kddi spec.
