In the "Language settings" area of the "Regional Options" control panel
there is a "Set Default" button.
"The system locale enables applications to display menus and dialogs in
their native language. Windows will use the code page and font settings
of this language. Menus and dialogs of Windows will not be affected."
This requires rebooting the computer for some reason. I think I used this
to run itool some time back.
