The J2ME specification process is online at jcp.org.  For example, the new
Mobile Media API is up for public review until Saint Patrick's Day.

Check out the expert group membership: Aplix, Mitsubishi, Docomo, and
Yamaha -- not to mention Vodafone (J-Phone).
