I think that (=E3=83=AF=E3=83=B3=E5=88=87=E3=82=8C) means you call and =
let the phone ring just once, then
hang up without letting the person answer. Kind of like saying 'Hi' =
without
costing anything. As far as youth culture goes it can be handy in the =
early
'shy' stages of dating when you know someone's number but not them well
enough to have a decent conversation, an ice-breaker I guess...=20
