Maybe there are two other reasons, rather than just spectrum costs.
Afterall, they have already spent the money for the 3G licenses (maybe you
saw the recent legal battle between Vivendi and the French govt over payment
problems...).

My understanding is that wCDMA requires the installment of a completely new
radio access network, whereas GPRS only requires an upgrade of existing
equipment (plus installation of a few bits and pieces like GGSN/SGSN).  The
required investment is orders of magnitude greater.

In Japan, word has it DCM needs to rush towards wCDMA because they are
running out of bandwidth on their current PDC network to handle new
customers.  In contrast, the Europeans don't seem to be as rushed in this
respect.

I have seen and talked with Finnish and Scandinavian
countries and I get the impresssion that they are
betting on GPRS to be big.   It is partly because they
did not have to play for liceses for that spectrum
unlike 3G licenses.  

The Japanese are going full speed with 3G with FOMA. 
What doe the Europeans have that makes them want GPRS
so bad instead of following the Japanese with 3G and
this point in time?
