Could you work out something that uses robots.txt for developers to tell 
your bot that there are i-mode compatible pages on the site and where they 
are? This could solve the problem of people who specifically want their 
site indexed by Google without having to stick pseudo-standard meta-tags in 
their pages.

For the more general case, I assume that what you're trying to find are not 
so much "i-mode pages" (which seems impossible to define), but pages that 
can be viewed nicely on an i-mode device, no? If that's the case wouldn't 
it be easier to determine that a page is NOT i-mode compatible? So if a 
page is over x Kb, has Javascript, jpeg images, anti-NTT slogans, etc, then 
it can't possibly be an i-mode page. Otherwise, whether it was specifically 
designed for i-mode or not, it will probably show up OK on a phone, so 
let's call it an i-mode page. And if a bunch of pages like this are found 
together, it's probably a whole site designed for i-mode. etc, etc.

Just a thought...
