There's a good answer to your question, and it revolves around one of the
big problems with WAP. Banks find the WAP security infrastructure, when in
the public domain, insufficiently secure. Therefore, they have to issue
pre-configured handsets to customers, which point towards a WAP gateway that
is located in the same secure domain as their content server.

In Finland the situation to the rest of Europe is a bit different.
1) Notice that in Finland you cannot sell a subscription attached to the
phone. Tie-in sales are against the law and are seen to inhibit free
competition. In many European countries the operators sell phones that are
pre-configured so that you can only use a certain phone with a certain SIM
card. The situation in Finland gives the end-user lots of freedom towards
phone usage, but also brings the responsibility to be able to acquire
information and configurations for themselves.
2) Now to the point: for example Merita Bank operates so that it has all its
hardware in-house for safety measures and security, but informs customers
how to access the gateway (english):

3) In many WAP phones you can configure settings for several different
gateways and for example in my phone I have one gateway setting configured
for my chosen bank.
