I'm not aware of one.
It wouldn't be too hard to knock one up though, if someone were so
inclined.
There are really only half a dozen issues to consider to make really
basic sites.
encoding
doctype etc.
emoji/graphics
accesskeys
tel: formats
numeric/alphabet field forcing syntax
page chunking to fit handset cache
line breaks if required.
browser capability
(alright - 9 issues...)
... of course there are loads of other issues for non-basic sites.
This (v. simple site) took about two weeks actual work.

part of which was building phone profiles for gps phones (wurfl is
less then complete) and working out the gps stuff. It doesn't bother
with page chunking (although it is easy enough to build in) as pages
are short, or linebreaks (again, easy enough to build in...) as it is
more of a pain to read. It is still in testing - not sure what it
looks like in au.
