(keitai-l) Re: parsing gps phone urls

more keitai parsing stuff...

... on a Japanese keitai,  in a 4 element lat such as this: N35.46.54.17

for the seconds and beyond components, does the 54.17 relate to 54  
seconds, 17 something elses, or 54.17 seconds?

I.e, is it decimal, divide by 10, or divide by a further 60 (17/ 
(3600*60))?

I have looked on the web, but can't find an answer, so any help  
gratefully received
