Unfortunately it seems that the plan below is a data only plan, so can't be
used in combination with voice. You need a separate SIM (with USB
adapter/phone or data card) to hold it.
Sorry for mistakenly raising expectations. Looks like signing up with
Softbank and unofficially getting the details for the Softbank access points
is still the only solution for getting 3G data on an unlocked phone.

I believe Willcom are applying for a WiMax license which may be interesting
in future. Shame that they don't offer number portability.
