For Docomo, no. (And no cookies are supported, either.) However, Docomo
phones can be convinced to send a handset (not a subscriber) ID by
adding the "utn" attribute to an <a> or <form> tag; the user will be
prompted as to whether he wants to send this or not. (This apparently
works on AU as well, according to my Keitai HTML book.)
All AU users and some middling-older Vodafone users are unlucky saps;
the company just gives away your subscriber ID in the header. This
allows you to figure out which of the users of your business site also
subscribe to your friend's porno site or whatever.
