1 packet = 128 byte (not Kb)
Actually, depending on your plan, the charges can be 10 times
lower than 0.21 yen/packet.
The actual data plans are very complex (on purpose?)
and depend a lot on whether you prepay for a certain amount
of usage per month (which you are charged whether you use
it or not, but you can carry over and distribute between family
members and use as credit for other usage including voice).

plans as a function of usage and comparison between operators
