(keitai-l) AU Subscriber IDs on Non-official Sites

I've just found out, and verified, that AU appears to be handing subscriber
IDs to non-offical sites. This appeared in a request to www.cynic.net:

     x-up-subno: 05004011197815_vk.ezweb.ne.jp

Is this really a unique ID for that subscriber, and the same across all
sites? When did they start doing this, or have they always done it?
Isn't this skirting dangerously close to a violation of the Japanese
privacy laws? Certainly it's not terribly secure, given that it serves
as a nice key for people to share data about particular subscribers,
and perhaps build up a better picture of a subscriber than they could
individually....
