More likely they didn't keep up on their 'hospitality' payments to you
know who. It's widely known in this area that several 'unlicensed
vendors' sell handsets and hacked phone cards - all under the auspices
of certain punch-permed individuals. The phone unlocking gear isn't
trivially cheap, so usually a central location manages all the
unlocking, then distributes the sets to the street vendors.
