The "go" might vary over time as apartment blocks are built and  
destroyed, but the rest will probably stay fairly static over longish  
time periods. Sometimes villages in the countryside will "merge", in  
which case addresses may change.

It's a fairly logical system, at least when compared to the  
eccentricities of UK addresses.
