You could try a "world phone". The N900iG
http://www.nttdocomo.co.jp/p_s/products/foma/900i/n900ig/ has a FOMA SIM
and the phone can be unlocked as well as being used abroad. The tricky
bit is that it is contract only. Also, depends what country you are in.
So, you would need to offer some the phone cost - approx 20,000 yen,
plus six months line rental (6 x 4000 yen approx) plus some on top.
I did sell a F900i to a chap in Austria - even though it had no network
he still wanted it, for 60,000 yen.
