Aaron,

Here is a first list (maybe incomplete):

Three operators:
- official portals' third party billing
(monthly fee or pay-per-download available)
getting approval for a content requires a few weeks to a few months (if 
granted...)

KDDI
- EZ Premium "AU Matomete" payment system (see their website)

Vodafone
- Third-party billing for unofficial content (no portal listing)
http://www.vodafone.jp/japanese/live/web/accounting/

You also have credit card payment (not popular due to numerous scams)

Another solution is to partner with an existing CP to get more exposure
and benefit from their existing relationship with carriers

Last, some "web2phone" schemes are starting to appear (pay on the web,
through ADSL phone bill or portal system for example), but this is more
restrictive and lacks the "direct connection" mobile phones have.
This is popular is South Korea, though.
