Normally it's done like this:
1. Mobile sends email with picture attachment to some address
accessible by the server.
2. A wee cron job on the server checks this address and grabs any new
mail.
3. Attached pictures are manipulated as the server sees fit.
This is how most moblogs work.
The (X)HTML file input type is not supported by Japanese mobiles.
