Yes, you could probably do a pretty nice one in Flash. The Mapfriend
Java client is pretty good, too.
On the other hand, in so many cases (such as a map to a shop) it's
easier just to do up three versions (keitai-small, keitai-large and PC)
and serve whichever is closest to what you need.
