we cannot assign a fixed IP to mobile phones, not yet for 3G.
you can only address a phone with phone number. the current
(best, worst, only?) solution is documented in WAP push protocols.
content providers may use PAP (HTTP POST) to deliver to a gateway,
so that you can let users pay and pay.
