Something doesn't feel right about that guess. My assumption
is that because compression in the lower layers of the stack
is working on packets of data, the level of compression that
can be achieved is significantly lower.
On a practical level you see this on the internet; a gzipped
file that is 80% of it's original size is quicker to
transfer that the uncompressed file.
It would be interesting to see some real numbers.
