Well this has happened to a friend of mine (will remain nameless).
Immediately after shut it off. (Usually the keitai will not turn on at all after getting soaked!)
Dry it on the outside as best as you can. Let it sit and the water on the inside will hopefully
evaporate.
Removing the battery is helpful.
(I hope its not too late).
After a few hours of drying, the previously submerged and soaking keitai worked fine!
So there's hope, and that's a start.
