Hi Giovanni

You have raised an interesting question. I guess the example you cited
regarding public use of mobile tech (we call it "mobile government" or
mGovernment for short- see www.mgovlab.org) seems to have a huge burden on
the tax payers really for a service that may may be unnecessary for the
majority. It is really important for the governments and telcos to asses the
value of mobility for user adoption and satisfaction. Our research shows
that there are various extremely useful and at the same mobility-unique
applications/services that tax payers are often happy: health care/law
enforcement etc.. for more please see some of the publications of mgovlab at
the resources section of www.mgovlab.org, particularly a paper on "value of
mobility" by Betty Yu and another one on the value of mgov for developing
countries by Farshid Ghyasi..
