Maybe they're just waiting in line to get cash. Japan is still a very
cash-oriented culture. I, for example, use a credit card in Japan
perhaps three or four times per year.
If you're going to be going and getting cash all the time anyway, why
not use that opportunity to pay your bills and so on as well? It's
definitely going to be faster that trying to do it over a keitai-web
connection.
(You also have to go to the bank to get your passbook updated, which
the machine can do for you; most personal accounts here use a passbook
instead of sending statements.)
