there are 28,000 FOMA subscribers in the area and DoCoMo got 3,200
complains because it was during high traffic hours from before 1700
to after 2200, and the users were totally shut out of the service.
IMHO, there is no point a switch serving only 28,000 users need
high quality. DoCoMo was lucky that it happened in Osaka where
people calculate carefully before buying things, and FOMA is far
less popular than in Tokyo.
I don't know which MMS (though there are not many switches), but
in general if NTT equipment fails, very likely you can find on
the rack/box a label "NTT Electric Company Ltd. (NEC)"
