Yes, I would agree that it is currently less of a problem in Europe - not
least because there is a cost for each text message. The trouble is, the
offending companies are fined, but the costs of the fines are just a cost of
doing business. It is still profitable for them to operate this way. So I
don't see this changing in the short term. And by the time it changes, we
will all be using email anyway which is *free*.
For more detailed information, I would talk to ICSTIS and get their take on
it. They should be able to tell you the increase in complaints. Start at the
top with George Kidd (just mention my name and he'll pass you on to the most
relevant person). And if you have a look on www.160characters.org, Mike has
just posted a news item about the Advertising Standards Authority and
several complaints they have upheld. So I would talk to them too.

thanks for that - from what I have heard from other sources in Europe
(and read partly in the archives of this list), SMS spam seems to be
less of an issue in Europe than the comparable messagin spam is in Japan
- at least based on relative volume. Would you agree or are there any
sources where I can get some numbers ?
