Well, EDGE is currently considered - at least in Europe - the answer for
operators facing capacity problems (e.g. TIM).
In Europe, 3G investments can't be justified simply with a capacity increase
or OPEX reduction, also because in most countries (Nordic, but also Italy),
2G has already saturated the market and it's difficult to predict a relevant
increase of (data) traffic in the next few years.
