GemPlus (major European Sim card manufacturers) have a "solution". They have
a little device that allows you copy your PIM data from one  SIM to another.
The idea being that this will get around the problem of having to upgrade
all the SIMS out there in order to support new SIM based applications. So
the operator is expected to issue new SIMS and this device to users. Many
reasons why this is a non runner with the most obvious being that the
operators don't even know the address of the majority of the prepaid
customers.

sorry to keep bringing fusionOne into the picture. Their solution only
moved changes to PIM and any other files you wanted to be synced.

At the beginning the major complaint by the carriers was the ASP model,
then it was price. Carriers in Europe, Japan and US did not want

to pay much for this service.

I saw it done with pictures etc. and the syncing was done very fast
because it only sent the changes done to the file.
