the 21x and 25x series phones have also to be counted.
I think it might be a good idea to include more parameters
in the CGI, like a 21x user or one using an old model may
belong to the low segment so you send lightweight pages.
the 505 users tend to be richer, and they can download data
three times faster. let's saturation bomb them.
