You'll need to be a lot more specific.
Many handsets can have their existing software altered up to apoint by
reflashing them, though this can generally only be done by a service
point. If a handset supports binaries (Java, BREW, MS Smartphone,
Symbian etc) then new features can be installed in the form of
stand-alone applications.
