It depends on the carrier. 

AT&T, Sprint, and most of the T-Mobile area does allow for J2ME apps to
be loaded from any WAP address.  Nextel does not.

I don't know about Cingular.

Verizon is BREW ... and it's locked to only load apps from their
service.
