Thanks for the reply Ken. Do you have any more details about the access
control bits? Are they in the header of the files or the message?  Do all
the handset manufacturers deploy a similar methodology?

access control bits decide how the handset can handle the file
like mail forward, I/O transmission, copy to SD, ...

but when you buy a new handset, they cannot transfer the protected
files from the old handset for which you paid money.
