I haven't seen any carrier sharing or spliting either access or packets
charges, if so please kindly introduce us this case. Understanding packets
charges to 3) below....

Following DoCoMo model:

1) Content/Premium-service fee: 91% Content Provider, 9% DoCoMo
2) i-mode service access fee: 100% DoCoMo
3) Over the air communication packets fees/charges: 100% DoCoMo
