from the analog times this is basic for the cell phones, only
the out-of-coverage time is normally about 10 some seconds.

I guess why several minutes for PHS is because they have excessive
resources for the low traffic.

J-Phone has a simple low tech for many years for the J-Sky services
over CSD.  the line will be cut off after TO and redial again on
the next data request, transparent to the higher level protocols.

using this, J-Phone is able to bill on data volume without PDC-P
... why Europeans had to wait for GRPS to provide data services?
