They're really stored on the mobile phone, like all the other characters.

If they aren't in the phone, they won't show up. If DoCoMo introduced
new emojis, they would only be usable with new phones.
Juergen was just playing the April Fool and making URLs that look a
bit like the one for the official emoji listing but actually point to a
fake on his own site.
