The general consensus on the list appears to be that this is worth
pursuing.
I have set up a Sourceforge account for the project with the following
details.

Provisionally:
The Licence will be the LGPL.
The container will be XML.
But if you have views on the practicality of either, please make them
known on the appropriate mailing list. We want something everyone can work
with.
The project is obviously at an early stage but we are focussed on getting
some code out the door quite soon. If you would like to be involved,
please let me know on the appropriate list.
People who want to do fancy things can take K.I.S. output and have their
wicked way with it (make fast, language specific data constructs, etc.
etc.)
To pat the ball along and focus all our minds, a short piece of XML (based
very closely on the WURFL project layout) either is or will shortly be
commited to CVS. We are, of course, not tied to this layout and I
hope/expect to see it nuked shortly if it is not felt to be appropriate to
our needs.
