(keitai-l) use of iappli scratchpad offline

I wonder if anyone can tell us if it is possible to store graphic images in
the scratchpad for use by an iappli. In more detail: the application will be
installed OTA in Japan for use in Europe on a FOMA P2101V. With the 30k
limit we would like to use the scratchpad to store some static images for
use offline.
