Most of the cellular in Japan will be nowadays in PHS and it is very easy to
get.
But it looks like you must be a local residents or at least you will have to
be holding their working visa then it is not a problem to apply for it.
Temporary kaitai may available through those leasing outlets around the
country especially in the suburb area.

i don't know about the current state but at least until summer 2000
it was possible to get a J-Phone keitai with only a tourist visa and
a VISA-card.
anyone know if this is still possible ?
