People have been talking about location-based systems for years now. And

providers to offer location-based services for emergency purposes.

what the article does not say is that (as far as I know) almost all of

US mobile service providers have said they cannot meet the deadline.

anyone know if the US mobile service providers still say they can't

the services and if so why?
