(keitai-l) Sudden Jump in Official NTT Docomo sites

This is my first post so please be gentle.

I have noticed a large jump (about one thousand) in the number of Official sites registered in NTT Docomo's portal.
Oct 2001 - 1950 Official sites
Dec 2001 - 2932 Official sites

Is there a particular reason for this such as a change in NTTDocomo policy or is it due to an external development such as a bandwidth upgrade (system can handle more sites).

Any comments would be greatly appreciated
